Philadelphia Union striker Carlos Ruiz has once again been linked to a Mexican club ahead of the July 15 opening of the international transfer window.

The 31-year-old Guatemalan is reportedly on Tiburones Rojos de Veracruz's short list, as the second division Mexican club looks to restock ahead of their 2011-2012 season, per Diario Xalapa. Veracruz is a second division team that has recently gotten into some financial problems with the FMF (Federación Mexicana de Fútbol Asociación).

Along with Ruiz on the shortlist is Colombian Carlos Bacca, who looks to be signed by the team shortly.

Ruiz was linked to Veracruz's hated rivals Puebla FC three weeks ago. He denied the rumors upon his return to the Union from his stint with Guatemala in the Gold Cup.
